BREAKING CURL NEWS:
Governor Greg Abbott signed House Bill 2717 into law on Monday, June 8, 2015, deregulating natural hair braiding for the Texas barbering and cosmetology professions. This new law took immediate effect upon his signing the bill.
The enactment of House Bill 2717 means individuals and instructors who only provide or teach hair braiding and specialty shops that only provide hair braiding services no longer need a TDLR license to provide hair braiding services or to teach hair braiding.
If you currently hold a braiding specialty certificate, hair braiding instructor license, or hair braiding specialty shop license you will receive a prorated refund of the license fee. The refunds will be prorated based on the number of months the current license or certificate has been held as of June 8, 2015, the effective date of the bill. We will post more information about refunds on our website soon.
TDLR is no longer accepting braiding license applications. We will return the license fees to anyone who applies for a braiding license on or after June 8, 2015.
